ENERGY AND CLIMATE CHANGE

ECC01 The Green Party will continue to aim for the targets it set for the UK whilst in government:
  • Reduction of greenhouse gas emissions to 10% of 1990 levels by 2020 and zero net emissions by 2050.
  • Reduction of carbon in the energy sector to 25-50g CO2 per kilowatt hour (kWh) by 2030 and 10g CO2e/kWh by 2050.
  • Reduction of energy demand by 30% by 2020 and 50% by 2030.
ECC02 A Green government will rapidly accelerate low carbon energy generation from renewable sources, and phase out polluting and unsustainable power sources.

ECC03 The Green Party shall establish a strategic plan to reach a 100% sustainably sourced energy supply by 2050.

ECC04 We will maintain the Green-introduced ban on fracking operations and removal of fossil fuel subsidies and tax breaks.

ECC05 We will substantially increase investment in renewable generation and the National Grid to ensure a fast transition to clean energy sources, through both large-scale generation and small to medium-scale generation schemes through local authorities, with an emphasis on community-owned schemes.

ECC06 A Green Government will move to construct any new electricity generation stations as public assets built using public finances for the benefit of the public.

ECC07 The Green Party supports the creation of local publicly run energy companies to supply power generated from local renewable sources.

ECC08 The Green Party recognises that the energy sector would be better off in the public sector however due to prohibitive costs The Green Party instead supports the following:
  • A program to purchase a proportion of the shares in the main UK energy suppliers so that the public has a voice in the delivery and management of energy in the UK.
  • Incentives and legislation to allow the government to provide funding for local public energy companies to supply energy generated by local renewable schemes or new power stations built in the public sector.
ECC09 We will maximise opportunities for community-owned or co-operative not-for-profit organisations to generate and supply electricity, including ensuring grid operators give priority access to community energy projects at an affordable cost.

ECC10 We will instigate a rapid build of onshore and offshore wind and solar photovoltaics so that they are the primary sources of power by 2030.

ECC11 We will urgently review UK potential for hydropower and rapidly promote research and development and investment into tidal and wave power.

ECC12 The Green Party does not inherently oppose the building of new (fission) nuclear power stations, and welcomes any advances which makes nuclear power as an energy source cheaper and more practical - in the meantime, we will not negotiate subsidies for the building or running of new nuclear plants, nor will we allow the government to be liable for negative externalities such as decommissioning or malfunction causing loss of life or property.

ECC13 We will aim to make carbon capture and storage (CCS) a reality and deploy it to existing polluting power stations.

ECC14 We will ensure that all schools, hospitals and other public buildings have solar panels by 2020.

ECC15 We will continue the large-scale retrofit insulation programme introduced by The Green Party in the Green Buildings Act, and continue to ensure all new houses are built to Passivhaus standard.

ECC16 We will increasingly promote and subsidise microgeneration for homeowners.

ECC17 We will ensure the skilled workforce needed for the transition to a low carbon economy is provided through the rapid expansion of training, ‘upskilling’ and skills transfer programmes aimed at creating the substantial work force needed to support the change to renewable energy generation, supply and distribution.

ECC18 The Green Party recognises the need for international co-operation to tackle climate change and will work with relevant international agencies to reduce greenhouse gas emissions multilaterally, including developing a new global climate treaty, improving the EU Emissions Trading Scheme and more co-ordinated research into CCS and adapting to climate change.

ECC19 We will work with EU and international partners to halt the exploitation of 'extreme fossil fuels' including polar and deep sea exploitation as well as extraction of oil and gas from tar sands and shale.

ECC20 We will work with EU and international partners to restrict the impact of international air travel and shipping on greenhouse gas emissions.

ECC21 We note the contribution to climate change that comes from livestock farming and so will push for a gradual transition away from livestock farming towards production for a predominately plant based diet while allowing farmers time to diversify.

ECC22 We note the contribution to climate change that comes from vehicular emissions and so will push for a societal shift away from personal car use and toward cheap, reliable and green public transport as well as walking and cycling.
